REPORTS TO: Lackawanna County Program Manager

PRIMARY FUNCTION: The Counselor Advocate will assist teen and young adult victims of sexual and domestic violence, dating violence and stalking residing in Lackawanna County. Provide empowerment counseling to victims/survivors of sexual and domestic violence, dating violence and stalking through individual and group counseling. Provide accompaniment to court and hospitals for support and advocacy. Assist victim/survivors in navigating the criminal justice systems and advocate within systems to ensure responsiveness to the needs of victims. Educate area teens and young adults on safety and risk reduction for dating violence, sexual violence, domestic violence and stalking in collaboration with other community agencies.

RESPONSIBILITIES:
1. *Provide crisis intervention, individual and group empowerment counseling to teen and young adult victims of sexual and domestic violence, dating violence and stalking, who are impacted by the trauma.
2. *Facilitate support groups for teen victims of sexual and domestic violence, dating violence and stalking both on and off site.
3. *Develop and monitor individual service plans for program participants and make appropriate referrals to other agencies when necessary.
4. *Answer agency hotlines and respond to crises involving program participants. Provide accompaniment to police, hospitals, and courts as needed.
5. *Act as an advocate for teenage and young adult victims of sexual and domestic violence, dating violence and stalking and assist with victims’ compensation claims if and when applicable.
6. *Serve as agency on-call worker.
7. *Maintain client case records. Assist with collection of data for progress reports regarding victim’s knowledge on dynamics of violence and safety measures.
8. Act as a resource person for staff regarding teen and young adult dating violence, domestic & sexual violence.
9. Pursue ongoing professional training and education regarding domestic violence and sexual assault, feminist theory, community resources and other related topics related to underserved rural population.
10. Work in collaboration with other agencies in the community working with teens and young adults to conduct outreach activities.
11. *Attend staff meetings, participate in in-service training and volunteer training, and attend related professional activities as assigned.
12. * Uphold the mission of WRC and abide by WRC policies and procedures outlined in WRC General Operating Manual.
13. Provide notification and information to survivors on their rights as a victim, provide accompaniment to court, assistance with VCAP claims and preparation of victim impact statements in accordance with the terms of PCCD VOJO funding for victims of juvenile offenders.
14. Other duties as assigned to further the safety and security of the person being served.

COUNSELOR ADVOCATE QUALIFICATIONS:
• Master’s degree in social work or related human services field or
• A combination of four years education, experience, and skill in working with teens and/or victims of domestic violence and/or sexual assault.
• Applicant must successfully complete the WRC crisis intervention training within six months of hire.
• Travel is necessary and access to reliable transportation is essential, including for training and development which may necessitate being out of the area for a period of time overnight stays.
• Pass Act 33 and Act 34 Clearances.
• Must be willing to schedule working hours to coincide with the priorities of the Center.

RESPONSIBLE TO: Susquehanna County Program Manager

PRIMARY FUNCTION: Provide Crisis and Advocacy services in a manner consistent with the mission of WRC and in full compliance with all policies and procedures of the agency. Provide case management, crisis intervention, and empowerment counseling for WRC Safe Housing Program participants (including Rapid Re-housing); advocate for Safe House Program participants within the housing and welfare systems, economic and career focused institutions and other related areas. Assist Safe Housing Program participants in navigating systems, and conduct advocacy with various systems to ensure response to the needs of survivors of domestic and sexual assault.

PRIMARY RESPONSIBILITIES*:

1. *Assess referrals to the Safe Housing Program and schedule and conduct initial interviews to determine eligibility as defined by WRC program guidelines and contractors.

2. *Complete a History of Abuse with each Safe Housing Program participant to assess safety risks for the Safe Housing Program participant, her children, WRC advocates, and others; develop a safety plan for delivery of services in accordance with WRC policies and procedures.

3. *Develop and maintain working relationships with housing/property owners in the community and maintain an updated list of housing referrals and community resources

4. *Coordinate initial inspection and lease signing with the landlord and Safe Housing Program participant.

5. *Respond to issues, needs, and concerns of the landlord or the Safe Housing Program participant as related to the rental property.

6. * Develop and monitor individual goal plans; provide case management, advocacy, and accompaniment in cooperation with the Safe Housing Program participant.

7. *Facilitate economic stability by providing referral, advocacy, and accompaniment to organizations and institutions that address budget and credit counseling, career and educational development, housing needs, and other related economic needs.

8. *Coordinate, schedule and facilitate group meetings with Safe Housing Program participant and their children.

9. *Maintain client case records. Communicate essential information in appropriate logs in accordance with policy and procedure.

10. *Assist with data collection and funding reports as assigned.

11. *Answer agency hotlines and respond to crisis situations involving program participants. Provide accompaniment to police, hospitals and courts

12. *Respond to initial contacts by program participants with the agency, prioritize requests for service based on critical needs and provide immediate support, information and linkages to all WRC services as needed.

13. Attend staff meetings, participate in in-service training, and attend related professional activities as
assigned.

14. *Uphold the mission of WRC and abide by WRC policies and procedures outlined in WRC General Operating Manual.

15. Other duties as assigned.

Economic & Housing Advocate:

• Bachelor degree in social work or related human services field, or a combination of three (3) years experience and skill in working with victims of domestic violence and/or sexual assault.
• Demonstrate knowledge of domestic violence and /or sexual assault and a strong commitment to ending violence against women.
• Demonstrate commitment to feminist philosophy and the ability to use the empowerment counseling model.
• Demonstrate ability to apply WRC mission in daily practice.
• Demonstrate effective crisis intervention, case management and counseling skills and the ability to facilitate groups.
• Demonstrate ability to act as an advocate on behalf of clients with a working knowledge of systems related to economic justice work including housing, welfare and social service systems.
• Demonstrate ability to develop professional, caring relationships with program participants and function as part of a team with coworkers.
• Demonstrate ability to work well with people of various ethnic, racial and socio-economic backgrounds.
• Demonstrate ability to communicate clearly and effectively both verbally and in writing.

PRIMARY FUNCTION:    

The goal of the Medical Advocacy Program is to develop and implement efforts to improve the overall healthcare and medical system response to all victims and survivors of domestic violence in Lackawanna and Susquehanna Counties.

The primary function of this position is to develop and expand the Medical Advocacy Program. The WRC Medical Advocacy Program Coordinator will conduct outreach to engage local hospitals and healthcare facilities as community partners. Training will be provided for healthcare professionals to assist with screening for domestic violence and referrals to WRC Counselor Advocates.

RESPONSIBILITIES:

  1. Attend regular supervision with Education Manager and other team members.
  2. Gather information from potential partners in the healthcare/medical field and develop relationships across disciplines. Conduct focus groups, phone surveys, or in person interviews to assess strengths and needs around domestic violence and healthcare in Lackawanna and Susquehanna Counties.
  3. Organize and conduct training for healthcare/medical staff across disciplines in Lackawanna and Susquehanna Counties.
  4. Develop a healthcare/medical related Task Force focused on domestic violence in both Lackawanna and Susquehanna Counties. Provide leadership for the Task Forces, build strong relationships, and sustain the Task Forces through meetings, trainings, and outreach.
  5. Develop a systemic response to domestic violence such as screening and assessment protocols and procedures with healthcare/medical partners, community agencies and WRC staff. Develop and facilitate training for healthcare/medical providers on this response.
  6. Collaborate with healthcare/medical providers on education and prevention efforts.
  7. Calculate, tabulate and maintain records and files as assigned pertaining to medical advocacy Compile and submit reports as needed.
  1. Make referrals to Women’s Resource Center advocates or other agencies as needed.
  1. Provide technical assistance to healthcare/medical providers and staff. Act as a resource person for the healthcare/medical community regarding domestic and dating violence, sexual assault, stalking, harassment and trafficking.
  2. Attend trainings and professional development opportunities regarding prevention and intervention practices, as well as domestic and dating violence and sexual assault, feminist theory, community resources and other topics related to medical advocacy.
  3. Work in collaboration with other agencies in the community to conduct outreach activities.  Interact in a professional manner.
  4. *Attend staff meetings, participate in in-service training and volunteer training and attend related professional activities as assigned.

MEDICAL ADVOCACY PROGRAM COORDINATOR QUALIFICATIONS:

  • Bachelor’s degree in Public Health, Education, Public Administration, Social Work or related Human Services field
  • Experience and skill in working with professionals in the medical field
  • Facilitation and/or conflict resolution skills
  • Excellent communication skills both verbally and in writing. Public Speaking skills and experience.
  • Demonstrate ability to work well with people of various ethnic, racial, cultural, and socio-economic backgrounds.
  • Ability to work independently and as part of a team.
  • Applicant must successfully complete the WRC crisis intervention training within six months of hire.
  • Travel is necessary across Lackawanna and Susquehanna Counties and access to reliable transportation is essential.

PRIMARY FUNCTION:     Assist the executive director in the administrative management of the agency. RESPONSIBILITIES:

 

  1. Greet program participants, board members, association members and community representatives in a professional and courteous manner.

  3. Draft letters, reports and other agency correspondence.
  4. Type and prepare correspondence and reports as needed.
  5. Maintain administrative schedules, including executive director’s calendar.
  6. Maintain agency records and filing system. Assist with grant proposals.
  7. Schedule and carry out all logistics for WRC meetings as assigned.
  8. Maintain agency donor base.
  9. Answer telephone, take necessary messages, maintain records of calls, expedite administrative calls and route messages to appropriate staff members.
  10. Schedule activities, prepare reports and correspondence and maintain records for the agency’s board of directors and association.
  11. Responsible for coordinating program directors’ meetings and scribing meeting minutes.

OPERATIONS COORDINATOR QUALIFICATIONS:

Associates Degree or equivalent from two-year college or technical school.

Computer literacy is highly important. Knowledge of a wide variety of software is of significant importance, including Word, Excel and donor software.  Must be familiar with wordpress.

A minimum of two years experience in a secretarial role is needed.

Access to reliable transportation is essential.

Strong knowledge of correct English grammar, spelling, and punctuation is necessary.  Strong written and verbal communication skills are essential.

Fundamental understanding of office methods, procedures and practices is necessary.

Ability to perform basic clerical work  involving judgment, accuracy and speed with minimal supervision.

Ability to maintain highly organized records and files and maintain confidential files.

Ability to handle various special projects on an ongoing basis while addressing daily needs for the office.

Ability to type at an accurate speed of 45 words per minute is an absolute minimum requirement.

Ability to transcribe from modern dictating equipment at a high rate of accuracy may be required.
